About International Surrogacy Partners

International Surrogacy Partners was founded by Diana Revutsky, Executive Director of the international adoption agency, Partners for Adoption.  Born in the Republic of Georgia, Diana lived for many years in St. Petersburg, Russia and emigrated to the United States in 1979.

Prior to her career in family services, Diana was originally a Russian language and literature teacher. In 1993, one of her students was on a trip to complete one of the earlier US adoptions attempted in Russia. When their adoption got stuck, they frantically called Diana - the only person they knew who spoke fluent Russian and understood Russian cultural nuances.

Though she had never been involved with adoptions previously she couldn't refuse to help this family, so she successfully worked with them and the Russian authorities to complete their adoption.

Encouraged by her students and family, Diana founded Adoptions & Aid International - one of the first and longest-running Russian adoption programs in the United States. Over the years this nonprofit adoption agency helped thousands of Russian, Ukrainian, Georgian, and Armenian orphans find homes with loving American families.

In 2006, Adoptions & Aid International merged with Partners for Adoption, a respected California adoption agency with 25 years' history conducting domestic, foster, and international adoptions.

In 2007, Diana began to see tighter restrictions on international adoption. Many popular countries have imposed very strict regulations on adoptive parents, making it much more difficult to adopt children from other countries. Additionally, it has become extremely difficult to adopt an infant under 2 years of age internationally. Sadly, due to these circumstances, hundreds of wonderful families have lost their chances to become parents.

Wanting to help families who are unable to adopt, Diana researched a variety of options for helping prospective parents grow their families. After much research and multiple trips to Ukraine, our International Surrogacy program was born.

International Surrogacy Partners plans to expand its programs to other countries.
